In my synagogue we do not have a Torah Scroll.Can we conduct Torah services with a book that has the Torah in it?

Thank you for your question. This exact situation is discused in the Kitzur Shulchan Oruch/ Concise Code of Jewish Law 23:29. It states that the Torah portion should be read from the Chumash by one person, but we don’t call people up to the Torah nor is a blessing recited.
