You’re correct that the Torah itself does not call that day Rosh Hashana, rather ‘The day of Blowing’. However, our Sages had a tradition passed down from Moses that on the 1st day of the Jewish month of Tishrei (Rosh Hashana) every year, the world is judged by G-d regarding the coming year; in other words, on that day, G-d determines what blessings and curses the next 12 months will bring.
